The oral evidence sessions begin today as the government’s controversial Housing and Planning Bill enters its most detailed scrutiny stage in the House of Commons.
One of the early contributors giving evidence later today will be Carolyn Uphill, chairman of the National Landlords’ Association; amongst the group of 20 members from a range of political parties hearing the evidence will be Kevin Hollinrake, now a Conservative MP but better known to our industry as the founder of Hunters, the franchise agency giant.
Measures proposed by the government and contained in the Housing and Planning Bill include the creation of a database of so-called rogue landlords and letting agents, with the offer of government assistance to “help councils to focus their enforcement action”, plus the creation of banning orders for series agent and landlord offenders.
The Bill also proposes extending rent repayment orders to cover situations where a tenant has been illegally evicted or the landlord has failed to rectify a serious health and safety hazard in the property, and applying a more stringent ‘fit and proper’ person test for landlords letting out licensed properties such as HMOs.
