Manchester, which already has a major private rental sector licensing scheme, is now consulting on extending it with a third phase of selective licensing.
The new regime, if approved, will cover the Old Moat and Moston areas.

The new regime, if approved, will cover the Old Moat and Moston areas.
The local authority says the objective is to require agents or landlords to licence their properties if they let a home in the areas, in a bid to improve management standards and support the reduction of anti-social behaviour.
A scheme has already been approved in an area of Manchester’s Crumpsall suburb and was designated in December, allowing landlords three months to apply for a licence.
Licensing privately rented properties includes mandatory conditions to ensure good management of private properties, including:
- An up-to-date gas and electric safety certificate
- Safe condition of electrical appliances
- Fitted smoke detectors in a working condition
- Providing the tenant with a written tenancy agreement
- Demand a reference for prospective tenants
- The city council can also attach specific conditions to improve specific issues
A landlord must apply for a licence if they rent a property in the licensable area and can be fined for not obtaining a licence.
