Labour-run Leeds city council is introducing a licensing scheme which requires landlords to pay up to £825 per property.
The deadline for landlords to submit applications is January 6.
In a consultation over the summer period there were some 421 responses from landlords and agents. Around 94 per cent of landlords opposed the scheme and all 100 per cent of agents were in opposition.

Exactly the same in Manchester. Just the fee is £200 cheaper! Think of a number and double it. Great accounting also!!
It is a tax. No ifs or buts. It has no value to any body at the property, owner or resident. Stop calling it a licence.
