Zoopla demands mandatory training for all lettings agents

Zoopla lettings chiefs have told the government it should tighten up its imminent Renters Rights Bill by demanding all lettings agents be formally trained.

The portal’s lettings advisory board has issued a statement saying: “The majority of businesses who rent out and manage rented homes strive to ensure that tenants are provided with housing that meets a decent standard of safety. However, anyone can let property and there is no specific requirement that must first be met to carry out this role.  This creates risk for the private rented sector, as the level of knowledge across operators varies significantly, without an expected standard of qualification or training. 

“Mandatory training has long been called for and many estate agent operators already train their staff on a voluntary basis to a Level 3 qualification standard (equivalent to an A-Level).  Such agency training is widely available through several accredited examination bodies and could be extended to cover all operators that let and manage homes.

“This is not included in the Renters Rights Bill proposals but should be considered as a key element to raising standards.”

In addition the portal’s lettings gurus say they support the introduction of a private rented property database (PRPD) which is proposed in Labour’s Renters Rights Bill.

The board’s statement goes on: “It’s important this is designed with the input of industry so that it delivers its intended purposes and links to the ambition for a decent homes standard for private rented homes. 

“All privately rented properties should achieve a decent standard certification, recorded via PRPD and with key information displayed on all property marketing, as part of material information. The certification standards need to evolve as data becomes digitised and more readily available. It’s important this information is accessible to all market participants including property portals and lenders. 

“This certification should be provided to any prospective tenant before a viewing, as a declaration of safety.  This creates automated regulation and enforcement, enabling greater transparency, and enabling renters to select properties based on the standard of accommodation. The letter proposes a staged process to develop decent homes standards for private rented homes.” 

The lettings group was set up by Zoopla in 2020 with its co-chairs being Richard Donnell - the portal’s research chief - and Nicola Thivessen, a senior figure in the Kinleigh Folkard & Hayward agency. 

Other members include Carrie Anderson from Hunters, Ben Beadle of the National Association of Residential Landlords, letting agents Kristjan Byfield, Michael Cook, Kevin Day, Maxine Fothergill and Eric Walker, mediation expert Julie Ford, and two figures from Zoopla and its parent company Houseful.

Co chair Nicola Thivessen comments on its proposals to government: “We are encouraged to see that improving the private rental sector remains a core priority of the new government. Particularly the introduction of a new database that, with the correct implementation, is an opportunity to create transparency of property safety and drive rogue landlords from the sector.  

“The Board remains keen to see the introduction of mandatory qualifications for those operating in the PRS and we encourage the Government to review and prioritise this in future legislation, to ensure a minimum standard of knowledge and support for tenants.”

    Its very simple from an agents perspective....... Don't manage properties for Landlords that do not take their responsibilities seriously.

    Forgive me if I am in the minority, but having to fork out what I imagine will be huge sums of money to achieve a formal diploma of some kind will just about break the Camels back for my operation.

    I am sure the majority of agents will manage their property portfolio in the correct manner and will advise their respective Landlords what is right & wrong.

    Having a company set up a new income stream to extract more funds from my coffers to COMPLY with an already heavily compliant based industry is not the answer for my concern and I am sure many other smaller independent agents.

    I have been in this industry since the age of 18 and about to turn 60. Surely 4 decades of being in this industry would have found me out if I or my company was rogue! Especially, in this modern social media world.

    Your experience is impressive and similar to mine, however back then lettings was very basic. Now with over 160 pieces of legislation it's new entrants who need to know what they are doing. Lettings has become far more technical and penalties are onerous as is the effect on landlords

    Zoopla are a property portal and an expensive one at that. WTF has this to do with them? As Keith says above, yet another expense which will filter through to landlords and their tenants. Then, idiots like Zoopla and their merry band of know-alls will wonder where all the landlords and independent agents have gone. Not surprised to see the Bungling Boy Beadle is involved. He LOVES legislation.😡

    Legislation is here, and it's here to stay. Lettings has transformed over the last 20 years, from a simple transaction to that containing serious amounts of regulation and compliance- with hefty fines and even a criminal record for failings. Ignoring this, is simply bizarre.
    The Zoopla Lettings Advisory Board (of which I am a member) consists of a broad spectrum of members with decades of experience within agency and associated services. My fellow board members and I, who all give up our valuable time for free, cumulatively represent a substantial segment of the UK PRS.
    Any quality agency should already be investing in the necessary training. As such, this is not about an additional cost, but mandating training and qualifications- helping to eliminate the rogue element of our industry that DON'T train- often undercutting legitimate agents and bringing our industry and sector into disrepute.
    As a Landlord, why on earth would you NOT want agents to be more fomally trained and qualified?

    Just like PropertyMark and Rightmove, they are all pushing to legislate Agents. But who actually legislates them? Not consulting their members is a massive betrayal. All members and subscribers should act now and drop these organisations before they take over. Is this the next step for Zoopla following Rightmove with training and exams.

    Just to be clear- Zoopla isn't seeking to regulate- the Lettings Advisory Board is recommending this for the best interests of our industry and the ever-improving standards of the PRS as a whole. Any quality agent will have training and development mandated within their business and already carry a substantial cost for this. We are seeking to reward those agents by making this the expected standard- rather than the exception driving up standards and eliminating the rogue element that often drives down fees and also brings our industry into disrepute.
