Call for Housing Bill to include measures tackling problem tenants

A leading trade body has called for the Housing and Planning Bill now going through parliament to be widened to include measures tackling problem tenants.

The Association of Independent Inventory Clerks says the Bill as it currently stands is very one-sided. 

“I personally have come across many horror stories in my time where tenants have trashed a landlord's property or refused to pay rent for long periods of time. It would only be fair if troublesome tenants who repeatedly offend could be blacklisted in the same way as landlords or agents” says Patricia Barber, chair of the AIIC.

“The threat of being blacklisted or a fine would hopefully discourage a minority of tenants from misbehaving and help to improve the relationships between landlords, agents and tenants” she says.

The Bill - which has had a troubled recent history in parliament - includes provisions to ban and fine criminal landlords and letting agents, introduce rent repayment orders and establish a database of 'blacklisted' landlords and agents to be compiled by local councils.

There have been at least eight defeats for the government’s provisions in the Bill in the House of Lords; the measure now returns to the Commons this week for further consideration.
